Rachel Levine is an American pediatrician and a four-star admiral in the United States Public Health Service Commissioned Corps, currently serving as the United States assistant secretary for health since March 26, 2021. In addition, Rachel is a professor of pediatrics and psychiatry at the Penn State College of Medicine.

Previously, she served as the Pennsylvania physical general from 2015 to 2017, eventually working as the secretary of the Pennsylvania Department of Health from 2017 to 2021.

Rachel is openly transgender, becoming the first transgender government four-star officer in the nation’s eight uniformed services. She is also the first female four-star admiral in the United States commissioned corps.

After graduating from Havard College and Tulane University School of Medicine, Rachel completed her training in pediatrics and adolescent medicine at the Mt. Sinai Medical Center in New York City. She mainly focused on the intersection between mental and physical health, treating children, adolescents, and young adults.

In 2015, Pennsylvania Governor Tom Wolf nominated Admiral Rachel to be Pennsylvania’s Physician General and she was subsequently confirmed by the state’s Senate. In March 2018, she was further named Pennsylvania’s Secretary of Health. During her service with the state government, she worked to address the opioid crisis, focusing on maternal health and improving immunization rates among children.

Her decision to give a standing order for the anti-dose drug, Naloxone, saved thousands of lives by allowing law enforcement to carry the drug and Pennsylvanians to buy it without a prescription from their doctor.

On February 13, 2021, President Joe Biden formally nominated Levine to be assistant secretary for health. She was later confirmed by the Senate HELP committee and the entire Senate. Rachel is the first openly transgender person to hold an office that requires Senate confirmation.

On October 19, 2021, she was commissioned as a four-star admiral in the United States Public Health Service Commissioned Corps. This made her the first openly transgender four-star officer in any of the United States uniformed services and also the first female four-star admiral in the commissioned corps.

Moreover, Rachel is a Fellow of the American Academy of Pediatrics, the Society for Adolescent Health and Medicine, and the Academy for Eating Disorders.
